Report suspected exploitation on construction sites

Labour exploitation means a lack of compliance with the terms of generally binding collective agreements or labour legislation. In Finland, victims of exploitation are often foreign workers. Labour exploitation is part of the grey economy. It is a severe breach of the worker’s rights, lowers wages in the construction industry, and adversely affects occupational safety.

You should suspect labour exploitation if

  • workers regularly work exceptionally long days
  • workers work a lot on weekends, public holidays, or at night
  • workers do not have the necessary personal protective equipment (season-appropriate workwear, masks, hard hats, harnesses…)
  • there is a significantly large number of workers in relation to the task and their professional expertise seems weak.

You might also suspect exploitation if

  • a worker doesn’t know the terms of employment for the construction industry or the terms of their employment relationship
  • someone else asks questions and handles matters on behalf of a foreign worker
  • there seems to be an exceptionally high turnover of workers.

Report your concerns anonymously to the Finnish Construction Trade Union (Rakennusliitto). You will not be obligated to take any other action.
